PROBLEM TO BE SOLVED: To make it possible to offer a more appropriate proposal to a user depending on a situation.SOLUTION: An information proposal system comprises: a situation identification unit 15 identifying a situation of interest such as a situation surrounding a user; a server-side-control-knowledge storage unit 23 storing a control knowledge matrix that indicates a correspondence relation between the situation of interest and a proposal content according to the situation of interest; a server-side-control-knowledge management unit 24 sequentially updating the control knowledge matrix stored in the server-side-control-knowledge storage unit 23 on the basis of new information sequentially collected by a new-information collection unit 22; a terminal-side-proposal-content identification unit 18 identifying the proposal content corresponding to the situation of interest identified by the situation identification unit 15 while referring to the control knowledge matrix sequentially updated by the server-side-control-knowledge management unit 24; and a proposal processing unit 19 for offering a proposal according to the proposal content identified by the terminal-side-proposal-content identification unit 18.SELECTED DRAWING: Figure 1
