A current acquiring unit (11) acquires the value of a current flowing in a path between a bidirectional inverter (50) having a commercial power supply connected thereto, and a storage battery (70). When the value of a charging current flowing in the direction toward the storage battery, said value having been acquired by the current acquiring unit (11), exceeds a first current value, the control unit (14) instructs the bidirectional inverter (50) to absorb the current flowing in the path, and when the value of a current flowing in the direction toward the storage battery continuously exceeds a second current value in a predetermined period, the control unit stops charging of the storage battery (70).
