The present invention relates to a system for calculating arrangement information among navigation satellites and a method thereof. The system for calculating the arrangement information among the navigation satellites comprises: a measurement module which receives position information of a plurality of satellites and a user; a calculation module which calculates a line-of-sight vector of the satellite by using the position information of the measurement module; and a proximity degree composition module which shows a proximity degree among the satellites by using the line-of-sight vector. The present invention is provided to quantify the proximity degree of the satellite from a navigation performance, thereby efficiently selecting and excluding the satellite used in a navigation satellite system.
