A cluster user based message transmission method and device. The method comprises: receiving a request message from a user equipment (UE) by the wireless access device, and allocating a connection resource for the UE by the wireless access device, wherein the request message carries information indicating whether the UE is a cluster user; when the UE is a cluster user, and if the UE does not receive or send data within a preset period, triggering the UE to enter a CELL_PCH state by the wireless access device; and when the UE is not a cluster user, and if the UE does not receive or send data within a preset period, releasing the connection resource of the UE by the wireless access device. In the embodiments according to the present application, the wireless access device can identify the cluster identity of the UE (that is, learn that whether the UE is a cluster user), so as to allocate wireless resources and schedule a user management policy according to the cluster identity of the UE. |
