PROBLEM TO BE SOLVED: To realize a mobile communication system which can measure line quality of each position registration area and automatically set permission or non-permission of VoLTE (Voice over LTE) for each position registration area.SOLUTION: A mobile communication system 100 comprises: small base stations 10 which constitute respective nodes of a VoLTE network; a management server 20 which receives and manages the small base stations 10; and a line quality measurement server 30 which measures line quality of the small base station 10 for each position registration area and notifies the management device 20 of results of the measurement. The management server 20 refers to each of the measurement results of line quality, and determines whether deterioration of line quality is equal to or more than a predetermined threshold. When the deterioration of line quality is less than the threshold, the management server 20 notifies the small base station 10 in the corresponding position registration area of a VoLTE permission identifier, and when the deterioration of line quality is equal to or more than the threshold, notifies the small base station 10 in the corresponding position registration area of a VoLTE non-permission identifier. |
