a message generator configured to generate a message from the base station to at least one mobile communication terminal having decided to remain in a power saving mode, the message instructing the at least one mobile communication terminal to instead use a reception enhancement functionality; and a transmitter configured to transmit the message to the at least one mobile communication terminal; wherein the base station operates a radio cell, and further comprises a determiner configured to determine a load in the radio cell, the load being representative of a number of mobile communication terminals currently operating in the radio cell, and wherein the message generator is configured to generate the message and the transmitter is configured to transmit the message if the determined load in the radio cell is above a predetermined threshold.
