Disclosed are an apparatus and a method for recognizing a vehicle number. The apparatus for recognizing a vehicle number includes: a vehicle detection unit for detecting a vehicle; a lighting selection unit for selecting a photographing lighting based on vehicle detection information, obtained from the vehicle detection unit, and brightness around the apparatus for recognizing the vehicle number; a synchronization unit which transmits a lighting synchronization signal by delaying trigger time according to the lighting selected by the lighting selection unit; a lighting unit which synchronizes the lighting based on the lighting synchronization signal, obtained from the synchronization unit, and transmits a photographing synchronization signal; and a camera unit which captures an image of a vehicle number plate according to the photographing synchronization signal. The purpose of the present invention is to provide the apparatus for capturing the image of the vehicle number plate by adjusting the lighting synchronization signal, the photographing synchronization signal, and a lighting filter. |
