Disclosed is a gesture recognizing device. The device includes: a human detecting part detecting a facial area of a user from an input image; a gesture area setting part setting a gesture area, where an arm gesture of the user is generated based on the detected facial area; an arm detecting part detecting an arm area of the user, which exists in the gesture area; and a gesture determining part determining a target gesture of the user by analyzing the position, movement directivity, and shape information of the arm area, which exists in the gesture area. According to the gesture recognizing device, the present invention is able to be used for an interaction between a human and the robot in a long distance in which the voice recognition is difficult of the human.
