Disclosed are a discovery signal transmission method and a cell discovery method and device. The method comprises: judging whether a channel in an unauthorized frequency band is in an idle state; if the channel in the unauthorized frequency band is in the idle state, sending a discovery signal on the channel that is in the idle state and is in the unauthorized frequency band in a discovery signal transmission time period of a current cycle; and if the channel in the unauthorized frequency band is not in the idle state, sending the discovery signal on the channel that is not in the idle state and is not in the unauthorized frequency band in the current cycle. According to the technical solution provided in the embodiments of the present disclosure, a discovery signal can be sent in an unauthorized frequency band, so as to avoid the problem that authorized frequency band resource shortage prevents the allocation of a frequency spectrum resource to the discovery signal or stronger interference results from sending of the discovery signal.
