A semiconductor light-emitting element having a ring-shaped light-emitting portion is provided with: a ring-shaped light-emitting portion (20) formed on a portion of a substrate (10); an optical waveguide for mode control (12) which is formed using Si on an upper surface side or a lower surface side of the light-emitting portion (20), and which is in close proximity to the light-emitting portion (20) in at least two locations; and an optical waveguide for output (13) which is formed using Si on the upper surface side or the lower surface side of the light-emitting portion (20), and one portion of which is in close proximity to the light-emitting portion (20). Then, the optical waveguide for mode control (12) has a structure in which it is coupled to light having a circulating mode which is either clockwise rotation or counterclockwise rotation in the light-emitting portion (20), and in which said light is fed back in the direction which is the other of the clockwise rotation and the counterclockwise rotation in the light-emitting portion (20).
