The present invention relates to a low-temperature underwater plasma generator. The plasma generator of the present invention comprises: a tubular first electrode; a second electrode which is arranged inside the first electrode and forms bubbles to water being injected to the first electrode; and a power supply which includes an insulating material formed between the first electrode and the second electrode and generates low-temperature underwater plasma by forming an electric field underwater. According to the present invention, contaminated water can be sterilized by generating the low-temperature plasma and an intensive and an integrative and tubular low-temperature plasma generator is implemented.
