The present invention provides a skin care device including: a first side located in the direction of receiving sunlight or artificial light; a second side located in the direction of human skin; and a phosphor layer which is located between the first side and the second side, is excited by absorbing light with a first wavelength from sunlight or artificial light, and emits light with a second wavelength to skin of the human body while the phosphor layer is relaxed. The light with the second wave length penetrates the inside of human skin tissue and generates bio-stimulation with respect to the skin tissue. The purpose of the present invention is to provide the skin care device which improves skin by using light and has a low production cost.
