A fastener (10) including a pin member (12) with an elongated shank (16) having a first end, a second end opposite the first end, a cylindrical shank portion (18) having an outer surface, a head (20) located at the first end of the elongated shank (16), the head (20) including a bearing surface (24) located on the underside of the head (20), and a threaded portion (22) located at the second end of the elongated shank (16). The fastener (10) includes a washer (14) installed on the pin member (12) against the bearing surface (24) of the head (20) of the pin member (12). The washer (14) includes an outer surface and at least one dielectric gasket layer located on the outer surface of the washer (14).
