A ventilation control device (1) for reducing the amount of energy required for ventilation for the purpose of reducing the discomfort of a user who has entered a room. In this ventilation control device, a control unit (11) sets a first time as the end time for forced ventilation performed by a forced ventilation device (21); sets the start time for the forced ventilation by the forced ventilation device (21), on the basis of the difference in temperature between the indoor temperature and the outside temperature at a time prior to the first time, on the same day as the first time; starts the forced ventilation by the forced ventilation device (21) at the start time; and stops the forced ventilation by the forced ventilation device (21) at the end time.
