PROBLEM TO BE SOLVED: To provide a manufacturing method of a polymer dispersion liquid excellent in low temperature storage stability.SOLUTION: There is provided a manufacturing method of a polymer dispersion liquid including a process (1) of polymerizing an urethane resin (A) and one or more kinds of radical polymerizable monomer mixtures X to obtain a dispersion liquid containing a polymer P and a process (2) of polymerizing by adding one or more kinds of radical polymerizable monomer mixtures Y to the dispersion liquid containing the polymer P to obtain a dispersion liquid containing a polymer Z, where Tg (X) and SP (X), where Tg (X) [unit: °C] is a glass transition temperature calculated from the FOX formula and SP(X) [unit: (J/cm)] is a solubility parameter (SP value) by a Fedors method of the polymer obtained by polymerizing the radical polymerizable monomer mixture X, satisfy formula (1).
