The present invention relates to a passive containment cooling system and a nuclear power plant having the same. The passive containment cooling system to improve the safety of the nuclear power plant includes an emergency cooling water storage part which stores emergency cooling water and is installed to the outside of a containment part; and a plate-type heat exchanger which is installed to at least one of the inside and outside of the containment part, and cools the inner air of the containment part by using the external air of the containment part and the emergency cooling water. The plate-type heat exchanger includes a first heat exchange part which is cooled by the emergency cooling water; and a second heat exchange part which is cooled by the external air.
