1. A cooling tower apparatus that extends along a vertical axis, comprising;
a first fill media disposed at a first position along the vertical axis; a first louver that extends across a horizontal plane normal to the vertical axis at a second position along the vertical axis, below said first position; a second fill media disposed at a third position along the vertical axis below said louver; a supply of cooling re-circulating water to the first fill media; a closed circuit heat exchanger disposed at a fourth position along the vertical axis below the second fill media.
