PROBLEM TO BE SOLVED: To provide an apparatus, a system and a method for producing hydrogen, in each of which hydrogen is produced efficiently by steam-reforming hydrocarbon-based fuel at as low temperature as possible.SOLUTION: The apparatus 8 for producing hydrogen has: a fuel supply pipe 11 through which the hydrocarbon-based fuel and steam are supplied; a catalyst 14 which is installed on the inside of the fuel supply pipe 11 and promotes steam reforming of the hydrocarbon-based fuel; a steam supply pipe 12 through which steam is supplied as a sweep gas; and a molecular sieve membrane 13 which constitutes at least a part of the wall of the steam supply pipe 12, at least a part of which faces the catalyst 14, which permeates the steam to be supplied to the steam supply pipe 12, supplies the permeated steam to the fuel supply pipe 11, permeates the hydrogen to be produced by steam-reforming the hydrocarbon-based fuel and supplies the permeated hydrogen to the steam supply pipe 12.SELECTED DRAWING: Figure 2
