PROBLEM TO BE SOLVED: To search a wide search range with a little computational complexity.SOLUTION: A video encoding device utilizes a temporal correlation of a picture of an input video signal, performs motion prediction for the unit of an encoding block on the picture and performs encoding processing of a differential. The video encoding device includes: means for acquiring statistic information of a motion vector of a picture that is encoded in the past; means for determining a reduction ratio of a reduction image and a search center point to be used for motion search processing of the picture on the basis of the statistic information; means for determining the search range to be used for the motion search processing in accordance with the statistic information, the reduction ratio and the search center point; means for reducing the picture of the input video signal and a reference image of a decoded video signal at a motion prediction destination in the reduction ratio; means for determining the motion vector by performing motion prediction processing while using an encoded block of the reduced picture of the input video signal and a search area of the reference image of the decoded video signal; and means for performing scaling on the determined motion vector on the basis of the reduction ratio.SELECTED DRAWING: Figure 1
