A turret barge for float-over and a load out method for a quay thereby are disclosed. The turret barge for float-over, according to an embodiment of the present invention, comprises: a hull which is prepared to load blocks from a quay in an upper deck thereof; a turret unit which is prepared in the upper deck of the hull to be rotated in a direction corresponding to the load out direction of the blocks from the quay and is arranged to allow the blocks to be loaded therein according to the load out from the quay; and a rotating unit which is prepared in the upper deck to rotate the turret unit.
