PROBLEM TO BE SOLVED: To provide a control system and a program that may not update a communication function of an application program even when a communication function of an OS is updated, regarding a smart terminal.SOLUTION: When an application program control device transmits terminal information to a PUSH instruction device 300 at timing when a smart terminal enters a WiFi communication area and at time when the smart terminal gets out of the communication area, a PUSH notification of operation instruction information (control command) is performed from a PUSH distribution device 700, an application program APL of a third party in a smart terminal 100 is controlled on the basis of the operation instruction to assist WiFi communication to be run by an application program. Further, the control command is notified that controls an application program pertain to service information to be provided in the WiFi communication area, and a service in accordance with the area is provided for each WiFi communication area.SELECTED DRAWING: Figure 1
