The present invention relates to a composite panel to prevent an electrostatic shock. The composite panel to prevent an electrostatic shock comprises: an inner panel; and an outer panel. At least a portion of the inner panel includes a conductive film. The present invention provides a composite panel to prevent an electrostatic shock, which comprises: an inner panel; and an outer panel. Moreover, at least a portion of the inner panel includes a conductive film. Therefore, a panel composed of a conductive material is provided in an inner side of the composite panel to prevent an electrostatic shock generated from cargo to be loaded and achieve weight reduction of a container.
