PROBLEM TO BE SOLVED: To provide a link design technology for accurately calculating a detour path band actually required, in a situation where an active path is selected without a failure and traffic flowing a communication link is observed.SOLUTION: A detour path band evaluation device acquires an observed traffic amount to store it in traffic information storage means; acquires route information on an active path to store it in traffic information storage means; calculates a ratio of an active path band and a detour path band in each link in the case that distribution of a distance dependent coefficient in a gravity model is large and a shape of the distribution becomes closer to a fixed shape as the number of node pairs is increased regardless of the way of the increase, when acquiring an observed traffic amount from the traffic information storage means and route information on an active path from the path information storage means and being incapable of directly measuring communication traffic between a pair of origination and incoming nodes; and re-calculates a detour path band in each link by using the ratio and an active path band in each link. |
