<P>PROBLEM TO BE SOLVED: To provide a reflecting mirror having high manufacturing efficiency, and excellent in water resistance and alkali resistance, and a lighting device. <P>SOLUTION: The reflecting mirror includes an aluminum containing film as a reflecting film and a zirconium containing film arranged on the aluminum containing film. It is desirable that the film thickness of the zirconium containing film is ≥2.5 nm and ≤10 nm.
