PROBLEM TO BE SOLVED: To provide: a device and method for regulating temperature and humidity, capable of precisely regulating temperature and humidity of gas; a device and method for diagnosis of aptitude; and a program.SOLUTION: A temperature and humidity regulating apparatus 1 for regulating temperature and humidity of gas includes: a humidification passage 31 through which gas passes and in which an amount of moisture vapor taken in from therearound increases and decreases in accordance with temperature; a moisture vapor imparting part 33 imparting moisture vapor around the humidification passage for humidification; an electric heater 35 that is in contact with the humidification passage and heats the humidification passage; and a temperature control part 21 for controlling the electric heater 35.SELECTED DRAWING: Figure 1
