<P>PROBLEM TO BE SOLVED: To provide a high corrosion resistance ferritic stainless steel sheet of at least 100 j/cm<SP>2</SP>in Charpy absorbed energy at 0°C with excellent toughness. <P>SOLUTION: The high corrosion resistance ferritic stainless steel sheet with excellent toughness contains not more than 0.015% C, not more than 0.5% Si, not more than 1.0% Mn, not more than 0.06% P, not more than 0.01% S, 0.01-0.35% Al, not more than 0.015% N, 18.0-24.0% Cr, not more than 0.4% Mo, 0.3-0.6% Cu, not more than 0.01% Ti, 0.01-0.10% V, 0.15-0.35% Nb in mass% satisfying (Nb+2V)/Ti≥30, 8≤(Nb+2V)/(C+N)≤85, the balance consisting of Fe and obligatory impurities, and includes a structure in which granular materials other than a ferrite phase are dispersed in grain diameter of not more than 2 μm.
