Methods and apparatus are provided for region-based filter parameter selection for de-artifact filtering. An apparatus includes an encoder for encoding picture data for at least a region of a picture. The encoder includes a de-artifact filter for performing de-artifact filtering on the region using region-based filter parameter selection. The region includes any of a non-block-boundary, a block boundary, a combination thereof, and the non-block-boundary to an exclusion of any block boundaries.

1. An apparatus, comprising:
an encoder for encoding picture data for at least a region of a picture, the encoder comprising a de-artifact filter configured to select at least a region-based filter parameter based on the region and to perform de-artifact filtering on the region using the region-based filter parameter, wherein the encoder adapts the region-based filter parameter before de-artifact filtering based on local variance of the region, and wherein the encoder does not signal the local variance when the region-based filter parameter is adapted based on local variance.
