PROBLEM TO BE SOLVED: To provide a user authentication system that realizes identity authentication only in the case of meeting a user condition set by a server manager on a terminal side.SOLUTION: A user authentication system includes an authentication server and multiple user terminals. The authentication server includes: a user management part that generates authentication generation information for the respective user terminals which is information used in creating authentication information to be used for authentication of a user terminal, and transmits the encrypted authentication information to a corresponding user terminal; an encryption condition assigning part that assigns both an encryption condition being a condition in encrypting the authentication generation information and decryption information being information necessary to decrypt the encrypted authentication generation information to the respective user terminals; an encryption execution part that encrypts the corresponding authentication generation information on the basis of an encryption condition; and an authentication execution part that executes authentication of the user terminal corresponding when receiving the authentication information from the user terminal.SELECTED DRAWING: Figure 1
