A number-of-scales estimation apparatus 10 comprises a function rule quantification unit 11, a service amount calculation unit 12, a capability model generation unit 13 and a number-of-scales estimation unit 14. The function rule quantification unit 11 calculates a quantification value of a function rule established in a node 31 providing a network function. The service amount calculation unit 12 calculates a service amount per unit time of node instances 32 in the node 31. The capability model generation unit 13 generates, on the basis of the function rule quantification value and service amount, a capability model representative of a relationship among an amount of input traffic to the node 31, the function rule quantification value and the number of scales for the node instances 32. The number-of-scales estimation unit 14 uses the capability model to estimate a number of scales in accordance with the amount of input traffic and function rule quantification value.
