PROBLEM TO BE SOLVED: To provide a nonaqueous electrolyte capable of imparting high flame retardancy while maintaining discharge characteristics and also to provide a nonaqueous electrolyte battery.SOLUTION: Carbonate compound adds phosphazene compound, as a flame-resistant agent, to a mixed solution obtained by mixing gamma-butyrolactone into an aprotic solvent containing, as a main component, the carbonate compound composed of a mixture of cyclic carbonate and chain carbonate.
