The present invention relates to a heat insulating member for a planar heating element having a function to collect a harmful current such as electromagnetic waves or static electricity, etc. and to discharge the harmful current to the outside, and a manufacturing method of the planar heating element using the same. The heat insulating member for the planar heating element wherein the harmful current such as static electricity or an induced current, etc. is generated comprises: a heat insulating sheet to keep the planar heating element worm by being layered on one side of the planar heating element; a harmful current receiving unit to be in contact with the planar heating element by being integrally placed on one side of the heat insulating sheet and to receive the harmful current generated in the planar heating element by being made of a conductor; a ground wire to be extended of the heat insulating sheet by being connected to the harmful current receiving unit and to ground the harmful current received in the harmful current receiving unit; and a harmful current collecting unit to mediate the harmful current receiving unit and the ground wire by being installed on one side of the harmful current receiving unit by being integrally formed with the harmful current receiving unit or being separated from the harmful current receiving unit, to collect the harmful current received in the harmful current receiving unit, and to provide the harmful current to the ground wire.
