PROBLEM TO BE SOLVED: To provide a key-distribution key setting method capable of reducing the load for setting a common system key on system control components while ensuring the security.SOLUTION: In a key-distribution key setting server 22 in a control component producing site 20, a key-distribution key creation section creates a key-distribution key which includes an assembly ID and an assembly key corresponding to an assembly ID in a received plan. A key-distribution key setting section sets the created key-distribution key to the plural components in a control component producing system 23. In a system key writing request apparatus 41 in an assembly site 40, encryption means encrypts a system key based on the key-distribution key. A system key writing request message creation section creates a system key writing request message including the encrypted system key.
