Embodiments of the present invention provide a ProSe information transmission method, terminals and a communications device, so as to enable a second terminal to discover a first terminal in a roaming state. The method comprises: a first ProSe entity receives a first message sent by a first terminal, the first message carrying a ProSe APP ID; the first ProSe entity sends a second message to a second ProSe entity, the second message carrying the ProSe APP ID; the first ProSe entity receives a third message sent by the second ProSe entity, the third message carrying a first identifier, the first identifier being a code word or a mask allocated by the second ProSe entity to the ProSe APP ID, and the first identifier comprising a PLMN ID of a VPLMN; the first ProSe entity generates a second identifier according to the first identifier, the second identifier comprising the first identifier and a PLMN ID of an HPLMN of the first terminal; and the first ProSe entity sends a fourth message to the first terminal, the fourth message carrying the second identifier. The present invention is applicable to the field of communications.
