PROBLEM TO BE SOLVED: To increase the possibility that when update of the software installed on a terminal is successful, update of the software installed on another terminal is also successful.SOLUTION: An endpoint management server 30 determines whether an information collection unit 31 successfully applied configuration changes to a verification environment endpoint 20. When the endpoint management server 30 determines that application of the configuration changes is successful, a similarity calculation unit 35 calculates the similarity between the configuration of the verification environment endpoint 20 and the configurations of management target endpoints 10a, 10b, and 10c, etc. An application target determination unit 36 determines a management target endpoint 10 to which the configuration changes are to be applied in consideration of the asset information held by an asset information server 50 and the organization information held by an organization information server 60 in addition to the calculated similarity.
