Provided is a graphene manufacturing method comprising the steps of: (a) forming a mixture solution by mixing an aromatic cyclic compound, a cross-linking agent, and an oxidation-reduction catalyst with an organic solvent; (b) forming a super-cross-linked structure between aromatic rings by reacting the mixture solution by increasing the temperature thereof; (c) obtaining a polymer having the super-cross-linked structure by refining and drying the product of step (b); and (d) obtaining a graphene compound by dehydrogenating the polymer by heating the polymer.
