<P>PROBLEM TO BE SOLVED: To provide a device for controlling an internal combustion engine that prevents deposits from being generated in an EGR system, to improve marketability. <P>SOLUTION: After the operating condition of the internal combustion engine 3 is changed from rich condition to purge condition, the control apparatus 1 of the internal combustion engine 3, in which the EGR system 11 executes EGR operation, enters normal operation in response to required torque TRQ (step 20-24).
