<P>PROBLEM TO BE SOLVED: To provide an ignition coil for an internal combustion engine which makes fine cracks less likely to occur in a thermoset resin and effectively prevents the cracks from extending to other components of the ignition coil even when the fine cracks occur in the thermoset resin, and to provide a manufacturing method of the ignition coil for the internal combustion engine. <P>SOLUTION: An ignition coil 1 comprises: a primary coil 21 and a secondary coil 22; a center core 23; a case 3 housing the center core 23, the primary coil 21, and the secondary coil 22; and a thermoset resin 5 filling a clearance of the case 3. Functional resin layers 6, having oil-repellent and electrical insulation properties, are provided on a surface of a primary spool 211 around which the primary coil 21 is wound and a surface of the secondary spool 221 around which the secondary coil 22 is wound.
