The invention concerns mineral, hydraulic binder in powder form, based on a calcium sulphoaluminate-clinker powder containing as admixture at least one activator component acting as an alkali in an aqueous medium for the hydraulic reaction of the calcium sulphoaluminate of the clinker powder, and at least one zinc component which releases zinc ions in an aqueous medium, and preferably at least one setting retardant for the calcium sulphoaluminate, for example at least one setting-retarding fruit acid and/or at least one setting-retarding polyphosphate. The invention further concerns a hydraulic dry mortar, fresh concrete and hardened concrete containing this binder.
