In the operational method, basic properties of a mixed fuel are obtained from basic properties of the biomass and the sludge disposal object, and a mixing ratio thereof, a melting point Tof an ash content of the mixed fuel is obtained from the basic properties of the mixed fuel by a thermodynamic equilibrium calculation, an inner temperature Tof the jet flow bed gasification furnace is obtained for respective oxygen ratios of the jet flow bed gasification furnace by a burning calculation, a calorific power of the gasification gas is calculated, the furnace inner temperature Tbecomes at least the melting point T, and that the calorific power satisfies a condition that can operate the internal combustion engine is determined, the mixed fuel in which the mix ratio satisfies the condition is supplied to the jet flow bed gasification furnace, and the mixed fuel is gasified in the jet flow bed gasification furnace by the oxygen ratio.
