The present invention relates to a system and a method to control a priority signal, capable of calculating a signal time of a priority signal to minimize a delay of a tram, and analyzing a change of driving patterns of public transportation according to the priority signal by calculating a crossroad waiting time of the public transportation before the application of the priority signal. The present invention includes a vehicle sensing part sensing a revealed priority target which enters a preset sensing area (S); a plurality of traffic signals for displaying revealed time corresponding to preset revealed period; and a controller for controlling the traffic signals and detecting the revealed priority period when the revealed priority target is detected from the vehicle sensing part.
