<P>PROBLEM TO BE SOLVED: To provide a covering material for vacuum heat insulating materials which prevents pinholes and cracks from occurring in an aluminum foil, and hardly causes deterioration of barrier characteristics, and to provide a vacuum heat insulating material using the covering material which hardly causes deterioration of heat insulating effect. <P>SOLUTION: The covering material for vacuum heat insulating material is used for a vacuum heat insulating material in which a core material is filled, and the inside is deaerated. An outer face side protective film and an inner face side protective film are respectively laminated on both faces of an aluminum foil, and the tensile moduli of the outer face side protective film and the inner face side protective film are 2.0-5.0 GPa.
