According to an embodiment of the present invention, a method to manufacture a reflective polarizing plate includes: a step of forming a metal layer on a first substrate; a step of forming a mask layer which is divided into an opening area and a non-opening area on the metal layer, and is patterned a groove to expose the metal layer in the opening area; a step of increasing the hydrophobicity of a surface by processing the mask layer with a silane coupling agent; a step of inducing a phase separation of hydrophobic and hydrophilic components of a block copolymer after filling the groove of the mask layer with the block copolymer; a step of selectively removing the hydrophobic or hydrophilic component of the block copolymer; and a step of etching the metal layer by using the block copolymer as a mask.
