The present invention relates to an apparatus and a method for manufacturing an insole, which can manufacture the insole suitable for the physical body conditions of a user easily and rapidly. An aspect of the insole manufacturing apparatus according to an embodiment of the present invention comprises: a modifying unit including a pair of seating units on which both feet of a person under measurement are seated, a pair of load sensing units sensing loads applied by both the feet of the person under measurement seated on the seating units respectively, and a pair of height adjustment units adjusting the heights of the seating units respectively; and a control unit adjusting the height of any one between the seating units to control the operation of the height adjustment units for getting the difference of the loads, applied to the seating units on which both the feet of the person under measurement are seated, and sensed by the load sensing units, to be equal to or less than a preset reference value. |
