The present invention relates to a phantom device for mimicking the head and neck of a human body in which radioactivity can be measured instead of the human body, and which can assess dose error generated by teeth, implant, etc. existing in the human body. According to an embodiment of the present invention, the phantom device comprises: a planar first plate in which a first insertion groove is formed on one surface; a planar second plate which is disposed to be in contact with the one surface of the first plate, and in which a second insertion groove corresponding to the first insertion groove is formed on a contact surface being in contact with the one surface; and a plurality of tooth mimics which are inserted into the first and second insertion grooves, and mimic teeth of the human body.
