PROBLEM TO BE SOLVED: To provide a heating device for heating a heating object having hysteresis characteristics and (a) having a large overall thickness and a light weight, (b) can be manufactured easily, (c) can generate a stronger magnetic force, (d) can set an upper limit heating temperature at 400°C or more, and (e) and the heating object can be stuck to a plane part and a curved surface.SOLUTION: A heating device 1A for heating a heating object having hysteresis loss characteristics includes a first plate member 111 composed of a permalloy thin body, strip wiring 13 consisting of a conductive strip foil laminated on the upper surface of the first plate 111, and a second plate 112 composed of a permalloy thin body laminated in an area of the upper surface of the first plate 111 excepting the strip wiring 13.
