A decoding apparatus 4 comprises: a reception unit 41 that acquires key frames generated by an image pickup device 3 and also acquires non-key frames generated by the image pickup device 3, at least some of said non-key frames having been encoded; a memory unit 42 that stores characteristic information related to inter-frame pixel-value correlation characteristics; and a decoding unit 431 that implements, on the basis of a first logarithmic likelihood ratio, which is obtained from the non-key frames at least some of which have been encoded, and a second logarithmic likelihood ratio, which is obtained from the key frames and characteristic information, a repetitive decoding using a belief propagation, thereby estimating the same non-key frames as before being encoded.
