Disclosed is a capacitive sensor. The capacitive sensor comprises: a substrate; a first and a second electrode formed on the substrate; an insulating film formed on the substrate having the first and second electrodes; and a sensing film formed on the insulating film and including a graphene, thereby allowing the measurement of electrical characteristics of an object to be measured and a change in the electrical characteristics with high sensitivity.
