A launching and recovering apparatus for a ship bottom cleaning robot is disclosed. According to an embodiment of the present invention, the launching and recovering apparatus for a ship bottom cleaning robot comprises: a moving vehicle having a transfer wheel to travel along an outer surface of a hull; a fastening unit comprising a net covering a ship bottom cleaning robot and enabling the moving vehicle and the ship bottom cleaning robot to be coupled to and separated from each other by tension of the net; and a magnet enabling the moving vehicle to be attached to the outer surface of the hull.
