The present invention provides a method to accurately extract a diagnostic signal by variably removing a noise signal from an input sound signal based on a correlation of signals included in an input sound signal to correspond to an actual situation, and a diagnosing device. The diagnosing device extracts a diagnostic signal from a sound signal and comprises: a signal division unit dividing the input sound signal into a diagnosis signal section and a noise signal section; a noise removal parameter setting unit setting a first parameter of controlling noise attenuation based on the correlation between a first signal of the diagnosis signal section and a second signal of the noise signal section; and a signal extraction unit extracting the diagnosis signal by attenuating the noise signal included in the diagnosis signal section based on the first parameter.
