Provided are an uplink optimizing method and apparatus. The method provided in embodiments of the present invention comprises: acquiring a network signal quality of a serving cell; judging whether the network signal quality of the serving cell is lower than a pre-set condition; and when the network signal quality of the serving cell is lower than the pre-set condition, stopping performing internet protocol packaging on an uplink. The embodiments of the present invention are used for reducing power consumption and waste.
